About Circ Sonapur in Jiten Deka Complex, First Floor, Sonapur

Community Information and Resource Centre an initiative of Digital Empowerment Foundation was taken at Sonapur under Dimoria block, Kamrup district of Assam. The initiative was taken in the year of 2009 with the aim of empowering people of Dimoria Block with information related to their daily life needs like education, health, governance, empowerment etc. With the aim to empower rural citizen with information communication technology INTEL foundation and North East Development Foundation also supported the initiative.

Dimoria Block of Kamrup Metropolitan District of Assam habited by different kinds of people consisting of STs/SCs, marginal and landless farmers and comprises of several ethnic groups namely Karbis, Bodos, Sonowal-Kocharis, Nepalis, Tea tribes etc. It has the twin challenges of development and governance as well as quality human resource development. This is more prominent due to lack of advantages of adequate information communication technology programmes. Despite rich in natural possessions and produces, the Dimoria Block of Kamrup Metropolitan District headquarter suffers from key issues like transportation, communication, information services, professional skills, employment, market linkages and functional literacy. Therefore, keeping in view to these challenges, an initiative of CIRC (Community Information and Resource Centre) was taken and being implemented in Dimoria to make provisions for various skill development facilities, capacity building and information and communication services. This effort has been made to add on to the already existing development and growth programmes. It is viewed that this kind of institutional programmes can help people in inclusive development and empowerment.
