Mission Nirmal Bangla is the customized version of the national Swachh Bharat Mission (Gramin). The State Mission actually pre-dates the national Mission as the activities under Mission Nirmal Bangla started much ahead of the overhaul in the national programme for sanitation. Under the Mission, West Bengal Government seeks to achieve universal access to sanitation in the villages. Toilets are constructed for the households, in institutions (Schools, Anganwadi Centres) and at places of public congregation. Mere construction of toilets cannot achieve ODF. Thus, the Mission focuses on complete churning in the villages through a series of participatory measures. Community triggering is at the core of inter-personal communication and social mobilization activities under the Mission. The believe that while household toilet is a private acquisition, sanitation is a public good is sought to be deeply ingrained into the minds of the villagers so that the people as a community takes ownership of the programme. Natural leaders are encouraged to come forward and promote collective action to achieve the goal of the Mission. The goal is to facilitate development of an environment of cleanliness where there is no open defecation and the wastes are properly disposed of.
