About Punjab Prisons Department in , Chandigarh

The Punjab Prisons Department was established in 1854 for custody, control, care and correction (4Cs) of prisoners confined in various Central, District and Special jails in Punjab and Dr. C. Hathway was appointed as first Inspector General (IG).The Prison Act 1894 governs the Organization, Functions and duties of the Prisons Department Punjab. Punjab Jail Manual 1996 based on the Act gives details of the duties and functions of the Prison Department. The duties basically relate to the management of the prisoners both adult and young offenders as per the laid down rules and directions received from the Government from time to time. In brief, the responsibilities entail general welfare of the prisoners, their security, correction, reformation, probation and after care of the offenders. To make correctional treatment a continuous and complete process, this integrated department is called “Department of Prison & Correctional Services”. The organizational structure of this department is laid down in chapter 4 of Revised Punjab Jail Manual 1996. The Principal Secretary, Department of Home Affairs & Justice is the controlling authority of this department.
